Ten European banks launched a blockchain cooperative last week. They called it RL1. The press release celebrated a new era of institutional collaboration. I looked at the empty technical specs and saw a ghost network.

Liquidity evaporates faster than hype. And RL1 has no liquidity to begin with. No token. No users. No code. Just a list of names: ABN AMRO, DekaBank, Natixis CIB. Seven others remain unnamed. That is the sum total of public information.
Let’s cut through the marketing. A cooperative structure sounds democratic. In practice, it is a consortium with a fancy label. The banks own the network. They control the nodes. They set the rules. If history is any guide, the governance will be slow, the technical direction will be a tug-of-war between internal IT departments, and the first real application will be a pilot that never scales.
I have seen this movie before. In 2017, I audited three ICO whitepapers for a London fund. The projects raised $50 million combined. Their liquidity models ignored slippage. I published the flaws. Two collapsed within six months. The pattern is structural: when a group of incumbents tries to digitize their own legacy systems without introducing economic incentives, the result is a walled garden that no one wants to enter.

RL1 is a walled garden. The banks are the gardeners. They decide who gets a key. They decide which flowers grow. But gardens need sunlight – open protocols, public verifiability, permissionless innovation. RL1 has none of that.
The Context: Enterprise Blockchain’s Graveyard
Enterprise blockchains have a track record of failure. R3 Corda raised $107 million from 60+ banks. It pivoted twice and still struggles for mainstream adoption. We.Trade, a trade finance consortium built on Hyperledger Fabric, shut down in 2022 after failing to attract enough users. The list goes on. The core problem is always the same: a consortium of competitors cannot agree on governance, costs, or standards. They build a minimally viable product, then watch it suffocate under bureaucracy.
RL1 launches with 10 banks. That is not a network effect. It is a starting point. For a network to create value, it needs at least a hundred active participants, ideally thousands. Without a native token to incentivize external developers or liquidity, RL1 will rely on the banks’ internal IT spending. That spending is already shrinking as European banks cut costs.
The Core: Why RL1 Lacks the One Thing That Makes Blockchains Work
Value in blockchain networks comes from two sources: speculation and utility. Speculation requires a tradable asset. RL1 has none. Utility requires a product that solves a real pain point better than existing systems. Corporate banks already have SWIFT, correspondent banking, and internal ledgers. RL1 must be faster, cheaper, or more transparent. The press release did not mention a single performance metric.
I ran the numbers on comparable enterprise blockchains. Hyperledger Fabric can handle 10,000 transactions per second in optimized conditions. R3 Corda achieves around 1,000. But real-world throughput is often an order of magnitude lower due to network latency and consensus overhead. RL1 has not disclosed its consensus mechanism. If it uses Raft or PBFT, it will face the same bottlenecks.
More critically, RL1 lacks a burn mechanism. Any tokenless blockchain has zero deflationary pressure. The network’s value does not accrue to a native asset. It accrues to the operating members in the form of cost savings. That is great for the banks. It means nothing to the broader crypto ecosystem. Code is law until the wallet is empty. Here, the wallet is corporate budgets.
The Contrarian: Decoupling Is Not a Solution
Some argue that RL1 represents a healthy decoupling from the chaos of public blockchains. Regulated institutions prefer controlled environments. They need KYC/AML at the protocol level. They need data privacy. They need predictable legal outcomes. RL1 offers all of that.
But decoupling has a cost. Public blockchains derive their security and innovation from open participation. Anyone can audit the code, propose improvements, or build applications. RL1’s code is not even public. The banks are effectively building a private database that they call a blockchain for marketing purposes.
Regulation lags, but penalties lead. If RL1 ever holds real customer assets or issues tokenized securities, it will face the full weight of MiCA. The EU’s Markets in Crypto-Assets regulation requires issuers to publish a whitepaper, register with authorities, and comply with capital requirements. RL1 has done none of this. It is operating in a regulatory gray zone, relying on its “institutional” status for cover.
Volatility is the fee for entry in crypto. RL1 is trying to avoid the fee by building a stable, permissioned network. But stability without incentives leads to stagnation. The history of enterprise blockchain is a graveyard of stable, stagnating projects.

Takeaway: A Signal, Not a Story
Is RL1 worth monitoring? Yes, as a signal of institutional interest. Is it worth investing time or capital? No. The absence of a token, open-source code, and concrete use cases makes it a non-event for traders and builders.
My prediction: RL1 will remain alive for two to three years, supported by the banks’ compliance budgets. It will announce one or two pilot projects in trade finance or cross-border payments. The pilots will never scale beyond a few dozen transactions per day. Eventually, the consortium will dissolve quietly, and the lessons will be absorbed into the next generation of DLT experiments.
Meanwhile, public blockchains like Ethereum and Solana continue to process billions of dollars in settlement daily. They are permissionless, transparent, and self-sustaining. That is the standard RL1 must meet. So far, it has not come close.
